The Adelaide Desalination Project is the largest water infrastructure project completed in South Australia. This megaproject required a purpose built Project Management Office (PMO) to address many diverse and mutually dependent needs of the project. Nova Systems has been involved since the initiation of the project and together with SA Water Corporation and other advisors, shaped and developed the purpose-built, highly effective ‘client-side’ PMO.
The PMO’s initial role was to select the contractor who would complete the design and construct phase of the project, and secondly develop systems to administer the contract, monitor and control, and to liaise with all stakeholders through the life of the project. As the PMO developed, Nova Systems’ ongoing involvement included the placement of up to 25 full-time consultants within the PMO for up to 5 years. A key part of the Nova Systems contribution to the PMO was the Project Controls and Reporting group. This group had ongoing responsibility for a wide range of activities including environmental regulatory approvals, change management, verification of progress, risk management, project tracking and reporting, safety, design and construction at Practical Completion and Project Handover.
Through full engagement and alignment of the project parties, this significant asset was delivered 19 days ahead of the original approved timeline and included a full and final resolution of all issues between the parties prior to Project Handover; within the original approved budget of $1.824 billion. This project demonstrated that a purpose built PMO is critical in implementing excellent project governance principles, including maintaining a consistent message that results in producing a high performing team through the full life cycle of the project
