In November 2008, the State Government approved the construction of a desalination plant and its associated infrastructure; naming SA Water as the lead agency to deliver this project. The State Government established challenging timelines for the design, construction and operation of this highly complex project to the water needs of South Australia. While establishing the project team, SA Water appointed Panurgem (since acquired by Nova Systems), and other specialist organisations, to provide services and support across various aspects of the project.
Nova Systems’ role in the transfer pipeline system involved project management and oversight of the procurement process. Nova Systems participated in tender evaluation, early contractor involvement processes, contract administration, oversight of the design management functions and coordination of ‘squad checks’ to ensure timely completion of the design review process. Construction management and oversight of the construction contractor’s works was also undertaken by Nova Systems and included the management of multiple work fronts across 11.5 kilometres of pipeline. Nova Systems also project managed the preliminary works for the establishment of the Greenfield site to a construction site.
This required set up of security, parking, lay down, office accommodation and associated services. Again, this was completed safely and well within the approved timeline to allow the project to commence physical construction works associated with the Desalination Plant on time. The Nova Systems application of specialised approaches to manage design changes and approvals has resulted in innovative solutions that have achieved the highest quality outcomes and on-time delivery at each and every stage of the project.
