The Singapore Airforce flight test Real Time Monitoring Facility (RTMF) comprises of a telemetry tracking antenna, telemetry receivers, data acquisition systems, and computer processing and display equipment. This equipment originally commissioned in 1997 and has become obsolete, unsupportable, and the incumbent maintenance contractor did not have the technical expertise to sustain the system or to provide engineering advice. Nova Systems was engaged to upgraded and perform a technology refresh of the RTMF.
Being independent of Original Equipment Manufacturers (OEM’s) and unencumbered representative relationships, Nova Systems examined the client requirements and evaluated numerous different suppliers for the replacement equipment; before proposing a set of equipment that was the most cost effective for the client. Nova Systems utilised a multi-phase approach to progressively upgrade the equipment, and enabled the client to benefit from the capabilities and reliability introduced by the upgraded equipment as early as possible.
The Singapore Airforce recognised Nova Systems’ expertise and value proposition, and delegated engineering authority to Nova Systems. Nova Systems was able to bring the Singapore Airforce systems and facility under correct engineering and maintenance control, where control had been previously lost. The Singapore Airforce was able to also benefit from Nova Systems’ “whole-of-system” telemetry engineering capabilities. Nova Systems was able to provide the Singapore Airforce with a “reach back” capability that transcended the skills of the local workforce, and infuse industry leading best practices into the client’s work environment.
