The Client had an urgent need to determine the cost of procuring, commissioning and supporting an asset information processing system, in a short timeframe and with high confidence. This task was to be completed under strict rules of probity, where industry could not be approached for quotes. Nova Systems was engaged to subsequently produce the Request for Proposal (RFP) documentation to tender the solution in an accelerated timeframe.
In collaboration with the client, Nova Systems conducted an initial needs analysis to develop high level requirements for the asset information processing system. In order to understand the complexity of the system, it was necessary to perform system design. Nova Systems leveraged its vast Systems Engineering experience to produce a System Design, Work Breakdown Structure and System Specification for the asset information system. The system specification was software focussed and delineated between essential and non-essential features to constrain cost and risk. A Constructive Cost Model (COCOMO) was used to obtain a high level cost estimate and a Monte Carlo simulation was applied to the COCOMO output to achieve 90% fidelity in the cost estimate. Nova Systems was engaged for a further phase of work to develop the RFP documentation for industry.
Nova Systems developed the Statement of Work and Operational Concept Document and was careful not to constrain the solution in order to encourage innovation and obtain value for money for the Client. Nova Systems became an indistinguishable part of the Client team and delivered a high fidelity, high quality output to the Client to ensure that their program remained on schedule. Nova Systems answered immediate needs by utilising a proven whole-of-system-life approach in a manner that will provide value through procurement and into sustainment.
